  1. FCPS Budget Information:
    Fairfax County Budget Concerns: UPDATES

    It is not too late. ***Reminder to write your letters now. COUNTY EXEC ANNOUNCES CUTS TO FCPS TRANSFER IF APPROVED, WILL LEAD TO DRACONIAN CUTS IN PROGRAMS PLEASE CONTACT YOUR FAIRFAX SUPERVISOR BEFORE APRIL 20, 2010

    • March 9 – BOS Sets Advertised Tax Rate
    • April 27 - BOS sets FY2011 tax rate, budget and transfer amount to FCPS (real work is done at the April 20th mark-up)
    Today is the date when the Fairfax Board of Supervisors (BOS) will set an Advertised Tax Rate for FY2011, which starts July 1, 2010. Even though the BOS won’t set an actual tax rate and budget until April 27, 2010, they will not be able to go above this “advertised” rate. However, to close its $4 billion shortfall, the VA Assembly will not be done cutting millions of dollars to K-12 funding until after March 9th – so there are plenty of uncertainties. Regardless of the Advertised Rate, contact Supervisor Cathy Hudgins ¬ http://www.fairfaxcounty.gov/huntermill/ and Chair Sharon Bulova - http://www.fairfaxcounty.gov/chairman/ Send e-mails or personal letters, or call to support FCPS funding. Ask for sufficiently high “actual” tax rate, high enough to cover FCPS needs and other critical County programs – preserve our quality of life, especially with State actions uncertain. Don’t gut our programs to save pennies on the dollar. Add personal stories about why certain FCPS programs matter to you. Westbriar E.S., for example, would be severely impacted by the cuts – eliminating full-day kindergarten and band and strings to name a few. Class size could reach above 30.

    Attend meetings with Supervisor Hudgins and County Executive Griffin - Voice your opinion at local meetings. In our district, Hunter Mill, Supervisor Cathy Hudgins will hold another community meetings to hear from citizens on the FY 2011 budget. These are very informative meetings with opportunities to speak informally. Including County Executive Tony Griffin, budget staff, and FCPS staff.

    Sign up to testify - April 6, 7, and 8 – Board of Supervisors Hearings. Sign up to speak for 3 minutes or less on April 7th or 8th. Or show up in Westbriar ES spiritwear to support FCPS programs. https://www.fairfaxcounty.gov/bosclerk/speaker_bos.htm Pass the word – it’s important to mobilize all potential supporters Send this update to friends and colleagues – with a personal request to act. It is especially important to inform voters who do not have FCPS students. Contact civic associations, church and temple members, business colleagues, and other friends to educate them about the importance of getting involved in the next month.

    When: DATE CHANGE (previously April 25, 2010) NOW MAY 16th

    Due to a scheduling conflict with the race management operation, we have moved the event to May 16th. This is an event for the entire family with entertainment, prizes and trophies.     The 5th Annual Special Education Conference: Parents + Educators = Student Success will be held on March 20, 2010, at Lee HS. The keynote address will be delivered by Jonathan Mooney, a nationally known writer and public speaker who struggled in school with a learning disability. FCPS staff, Cathi Cohen, and Kirk Martin will also present a variety of workshops for families and educators of students who receive special education services in Fairfax County Public Schools.

This workshop is for parents whose children are receiving special education services using applied behavior analysis (ABA) at the preschool, elementary or secondary levels. Two sessions will be offered: 9:00 a.m.-10:30 a.m. and 7:00 p.m.-8:30 p.m., both at Gatehouse Administration Center, room 3050. The presenter will be Todd Streff, M.S.   9. Falcon Express (Virtual PTA Tuesday Folder Communication)
    In an effort to continue to improve communication to the Westbriar community, we will publish the Falcon Express (in paper form) the first Tuesday of every month via your child's Tuesday folder. All other weekly communication will be distributed via email. Please make sure you are signed up for email distribution. Tuesday Folder - February 23rd, 2010

The PTA has 2 more fundraising events planned for the balance of the 2009-2010 school year - Family Fun Night and the 5K Race and 1 Mile Fun Run. These fundraisers are necessary to fully fund the planned programs for the balance of the year. We had hoped the “Friends of Westbriar” donation program would have reduced or even eliminated the need to fundraise this spring. Unfortunately, with only 60% school participation, we must continue the fundraising efforts. Please see the individual flyers listed below on how you can donate to these events.

    Adrenaline is a professional dance organization made up of instructors who have taught and performed all over the world; bringing the most current trends and styles to our area. Our quality instructors have coached, choreographed, and danced for professional teams, studios, All Star programs, and high schools. As well, we have a team of B-boy instructors! Don’t miss out on the opportunity to be trained by the Dance Force!

    The Office of Special Education Instruction (OSEI) will offer an Applied Behavior Analysis (ABA) Parent Workshop on February 23, 2010, titled, Facilitating Language in the Home. This workshop is for parents whose children are receiving special education services using applied behavior analysis (ABA) at the preschool, elementary or secondary levels. Two sessions will be offered: 9:00 a.m.-10:30 a.m. and 7:00 p.m.-8:30 p.m., both at Gatehouse Administration Center, room 3050. The presenter will be Todd Streff, M.S.   6. Fairfax County Budget Concerns: UPDATES
    Here are 2 events you are invited to to hear more about the budget concerns:

    We are very excited to announce that Cunningham Park Elementary PTA will host a community dialogue about the FCPS 2011 Budget with Fairfax County Board of Supervisors member Cathy Hudgins on Thursday, February 4th, at 7:00 pm, in the CPES Library.

    You are invited to attend a Budget Forum hosted by the Fairfax County School Board on Saturday, February 6, at Marshall High School from 9 a.m. to noon. Participants will learn more about the budget (the FY 2011 advertised budget is scheduled to be adopted by the School Board on February 4) and the budget process as well as how to communicate effectively for change. In addition, two breakout sessions will feature principals who will share the budget impact on their schools. Other session topics include how central office staff supports schools and budget realities and misconceptions. There will be ample opportunity for questions and answers.   7. Ten Cents Makes Sense Campaign (Grass Roots Campaign to help fund budget)
    Our campaign to earmark a ten cent tax rate increase is exploding.

    In just the last week, several more PTAs and Booster Clubs have endorsed our resolution (see attached list). And, over the next few weeks I am making presentations to about a dozen more organizations. I have been interviewed several times on television and in the print media.

    Meanwhile, a teacher from Hollin Meadows Elementary School has volunteered to put together a website for our campaign which will have a lot of interesting, interactive devices. The main feature will be an automatic “lobbying” button where you can go in, compose your message (or use our suggested message) and automatically send the message to your county supervisor. We are also working on an on-line petition. One disagreement we are having is if my picture, as the "face" of the Ten Cents Makes Sense campaign, should be included. I may ultimately agree but only if they are willing to use a 25 year old picture (when I had hair).

    The month of February will be crucial to our success. Therefore, within a very short period of time we will provide suggestions on how to "unleash" your individual members. At every meeting, I hear some people say that the Board of Supervisors will never do what we ask, that they have so many competing forces looking for a piece of the budget. That's true – we just have to make sure our "force" is the loudest and most effective. As I always say, aside from public safety, there is nothing more important than our educational system.     For those who attended the PTA meeting on Tuesday, you had the chance to hear direct from Pam Konde (Westbriar Parent and FCPS Budget Advocate). She educated us on the various meetings and parent groups she has attended on the FCPS Budget concerns. It is important for all of us parents & Fairfax County residents to stay informed and educated on the issues at hand. It is important for all of us to write letters or send emails to our local and state decision makers to let them know they must fully fund the FCPS schools. We can not wait. Please get involved. We will continue to update you based on the various meetings as they occur. Here is the latest information:

    It’s going to definitely be a two-pronged approach

    • More funds from Fairfax Board of Supervisors and
    • Fighting for northern VA on the state level during the budget process in Richmond over the next few months.

    As a part of the local piece, Superintendent Dale and our School Board member Stuart Gibson would have us believe it’s a “quality of life” issue – save all the school programs, don’t pit them against each other. They are right - the quality of life of all Fairfax citizens relies on our excellent schools. So we parents need to advocate to the Board of Supervisors and the State for more funds to FCPS. Unfortunately, there just won’t be enough money to save all the programs, so they will ultimately be prioritizing. Thus, we will also need to advocate to the School Board to protect valuable elementary programs, especially those important to Westbriar Elementary School, like full-day kindergarten, elementary band and strings programs, and smaller class size. We currently have more than 30 children in some of our elementary classes. Even more is too much.

    We unfortunately, need to continue our fundraising efforts to help fund the balance of the programs at Westrbriar. Friends of Westbriar was a big success, but we only received 60% participate so the donations were not enough to fund the balance of the year’s programs.   5. Fairfax Budget Crisis:
    Over the holiday break, I encourage you all to write a letter (see attached letter template) to Dr Dale. On January 7th, Dr Dale will submit his proposed FCPS budget. So, letters need to go out NOW to support the submission of a fully-funded budget that meets the current needs of the schools. Apparently, the Superintendent has already informed some residents who wrote that he will submit the budget with a request to the Board of Supervisors to provide additional funds, but more letters could not hurt.

    So, feel free to send this to anyone/eveyone you know.

Many of you have read the recent articles in the Washington Post; received information from FCPS on the community dialogue sessions; or heard about them for the first time during our PTA meeting last week. – But we need parent involvement to help county officials make the best educational decisions for our children.

    There are a few critical items in jeopardy based on budget reductions:

    • All day kindergarten for any school that is not identified as Title 1
    • Musical education programs for elementary school (no string or band programs
    • No Assistant Principal in smaller school. (Westbriar might fall into this category)

    Here are a few ways to get involved and be heard:

What an activity- filled week we had last week at Westbriar!

  • Pancake Breakfast:
    Thank you to SAIC for the wonderful pancake breakfast. They are valued business partners to Westbriar. They recently gave a generous monetary donation that will allow the school to purchase 2 more smart boards for our expanding classrooms!
  • Book Fair:
    The book fair was also a success. Thanks to Karen Fowkes and Audrey Hassett (chairmen of the event) and their numerous volunteers.
  • Thanksgiving Lunch:
    It was nice to see the Westbriar Community come together for our traditional Thanksgiving Day lunch. Thank you to the parent volunteers and staff that helped sell tickets and serve up the feast!
  • Westbriar’s 1st Movie Night:
    It was great to see all the students/dads turn out for Westbriar's 1st Movie Night sponsored by the D.O.G.S of Westbriar. We hope you enjoyed the movie UP. Thanks to John Cooper and Ray Thurman for chairing the event…and all the dads that volunteered for concessions and usher. A special thanks to John Jewsbury and Jeff Agnew for the providing the audio for the event.

With all the activities of this past week, it is now a time for rest and relaxation with family and friends. Please remember that Wednesday, November 25th will begin the Thanksgiving holiday. School will dismiss 2 hours early at 1:55. We will see you all back on Monday, November 30. Happy Thanksgiving!

Tuesday Folder - November 17th, 2009

Results of the Friends of Westbriar:

We would like to share with the Westbriar community some immediate purchases that will be made with the revenue from Friends of Westbriar donation program. With all your generous support Westbriar will purchase 2 flip cameras and 2 mobile strategy labs.

Westbriar will be updating their digital equipment with 2 flip cameras including tripods. This allows for an upgrade from the old VHS system of filming/recording to an easy digital processing system. These cameras will be used several ways for example: by the morning news cast for broadcasting and upper grades for video presentations.

The Mobile Strategy Lab is another exciting new addition to look forward to for all grades K – 6. The Strategy Lab is moveable cart full of age appropriate games and activities that encourage critical thinking and problem solving. The cart will easily move from classroom to classroom. The games are all educational based from the local Alexandria Company, Think Fun. Several area schools have this program in place and we are fortunate to be able to add it our school. This program will allow our children to explore and challenge their minds. Please look for some of the games available at the book fair. They make great holiday gift ideas for the whole family to play & learn!

    Westbriar – Field trips Important Change for the 2009-2010:

    During last week’s PTA meeting we discussed the budget crisis and the direct impact to Westbriar. Although much of the discussion was about 2010, there are some immediate budget issues that affect our school right now. The county changed some budget allocations this year and Mrs. Goodwin /PTA have been forced to re-evaluate how we spend the funds. The PTA has always budgeted $5000 toward field trips and will do so again this year. The school also budgeted about $2500 to this fund. Between the PTA and school budget, most field trips were fully funded which covered transportation, admission, etc. The lower grades (K-2) take one field trip per year and admissions are about $5 - $10. The upper grades (3 – 6) take at least one field trip sometimes 2. Their field trips can require higher admission ($60 – Jamestown for example) and private transportation (chartered bus). Based on the immediate budget short falls, Mrs. Goodwin can no longer fund the $2500 toward field trips and the PTA does not have the extra $2500 to budget. During the PTA meeting, parents agreed to pay for field trips for the upcoming year. As we also found out, most of our neighboring schools do pay for their field trips. Westbriar has experienced a little luxury when it comes to field trips in the county. The PTA will still continue the $5000 support. Your grade level teachers will determine the upcoming field trips and what fee will be charged per student for the field trip. The teachers will collect all admission for the trips. We want to stress that all children can attend regardless of thier financial situation. The PTA/School has made special accommodations for families that may not be able to take on the financial burdens of the trip. Anyone that may fall under this category should contact Mrs. Goodwin direct for special arrangements. We hope you will understand this new change in the way we handle field trips. We are forced to make adjustments as the economy outlook still remains dim.

    The PTA Board is proud to announce the total of the Friends of Westbriar Donation Program has reached $14,319.78. We had 222 families (60% of Westbriar) participate with an average donation of $65.48. Thank you again to all the families and WES staff that contributed. Directories will be distributed to all members this week. An email with instructions on how to access the online directory will be sent out in a separate email shortly to all members.

        A message from FCPS
        Message sent - 9/30/2009

        Influenza-related activities continue to be on the upswing with both increased reports of influenza-like illness and the anticipated increase of the novel H1N1 vaccine within the next few weeks. Virginia has reached the classification of “widespread” for flu-like illnesses with 99 percent of all subtype influenza A viruses being reported to CDC as influenza A (H1N1) viruses. FCPS continues to work with Fairfax County Health Department (FCHD) on preventing the transmission of flu.

        We continue to urge those with flu-like illness to stay home for at least 24 hours after they no longer have a fever, or signs of a fever, without the use of fever-reducing medicines. The symptoms of H1N1 flu are similar to the symptoms of seasonal flu and include fever, cough, sore throat, runny or stuffy nose, body aches, headaches, chills, and fatigue.

        Seasonal Vaccine
        Anyone who wants to reduce their chances of getting seasonal flu should get vaccinated with a seasonal flu vaccine. Children 6 months and older, pregnant women, adults over 50, caregivers for high-risk people, and anyone with a chronic medical condition should get vaccinated every year.

        Novel H1N1 Vaccine
        The novel H1N1 vaccine is not intended to replace the seasonal flu vaccine and is needed in addition to the seasonal flu vaccine. The novel H1N1 vaccine is expected to be available in mid-October. The CDC advocates that children and young adults be among the first to receive the vaccine, along with healthcare and medical emergency services personnel. Some of the others on the priority list include pregnant women and people with chronic illnesses, such as diabetes or heart or lung disease, all of whom are at high risk from complications of the H1N1 flu. It is anticipated that many of the healthcare providers who typically offer seasonal flu vaccine also will offer the H1N1 influenza vaccine. It is possible that FCPS schools may be used to disseminate the H1N1 vaccine; plans are still being finalized based on the amount of vaccine received by FCHD.

        The Virginia Department of Education (VDOE), in cooperation with the Virginia Department of Health (VDH) has produced two videos to inform parents, teachers, school administrators, school nurses and other educators of steps they can take to prevent the transmission of H1N1 influenza or seasonal influenza. The videos, “H1N1 for Parents” and “H1N1 for Educators,” are available for viewing on the VDOE H1N1 influenza web site at:

        FCHD Town Hall Meetings
        The FCHD is hosting a series of town hall meetings to answer questions about season flu and H1N1 flu. Dr. Gloria Addo-Ayensu, Director of Health, will be on hand to answer your questions about pandemic and seasonal influenza. Find out more:

      • Science Program (Returning Program)
        Starts Wednesday’s in Oct 14 or Thursday’s in Oct 15
      • The PTA is sponsoring a 6 week after school science program.

        For students in K-2nd, there will be two session offered, one on Wednesdays, beginning Oct. 14, and one on Thursdays, beginning Oct. 15. The Wednesday class will be a repeat of the program offered spring 2009 and preference will be given to those children who did not participate in the spring. Topics covered in the Wed. class will include: flight, chemical concoctions, natural disasters, bugs, and gemology.

        The Thursday class is a new curriculum. Topics will include: bubble-ology, natural resources, forensics, constellations, grossology and bridges. Classes will be held from 4:00 -5:00 p.m. Space is limited to 24 students per class. We will offer repeat classes in the winter and spring for students who are unable to participate this fall.

        For students in 3rd – 6th, we will be offering one series on Thursdays, beginning October 15. This will be a repeat of session II from the spring of 2009. Topics will include bubble-ology, the green scene, forensic fun, astrology, grossology, and bridges. Classes will also be held from 4:00-5:00.

        Each 6-week session is $75. Financial assistance is available.

        Registration forms will be made available via the Tues. folders on the PTA website on September 29th. Please print off the form on September 29th, attach your check made to Westbriar PTA, and return it to school. Registration is on a first come basis. Please note these are very popular classes and fill quickly.

    12. GRACE Arts Interest and Orientation
    13. GRACE Arts is a PTA-funded supplemental art program that allows the students an extra art experience once a month during the school day. It is a volunteer-run program where parent volunteers present an artist or subject each month followed by a coordinating art project. The class is between 45 minutes to an hour, depending on the age of the children and the schedule of the teacher.

    8. Girls on the Run Fall Program:

    Girls on the Run® is a life-changing, experiential learning program for girls in grades 3 – 6. The program combines training for a 5k (3.1 mile) running event with self-esteem enhancing, uplifting workouts. The goals of the program are to encourage positive emotional, social, mental, and physical development
    When: Sept 30 – Dec 2 (8:00 am – 9:00am)
    Registration: Sept 21 9:00am in Westbriar Gym
    Cost: $163.00 per child.

    10. In Our Community:

    Fairfax County Adult & Community Education course, Little-Known Secrets of Paying for College Workshop at McLean HS Oct 20th & 27th at 7:00pm
    What: The strategies taught during the course have helped families save as much as $40,000 per year of out-of-pocket college costs. We will also teach parents how to attend expensive private schools for the same “cost” as in-state public schools. Due to changes in the economy, there have been many changes in the last year for college funding.

    Tuesday Folder - September 8th, 2009

    1. PTA Membership & “Friends of Westbriar” Donation Program:

    • What: Join the PTA and make a fundraiser donation to “Friends of Westbriar”.
    • Why: Both of these programs are essential to Westbriar.

    PTA Membership
    The PTA is a bridge between home and school. Participation in the organization is an excellent way for parents to learn what is going on in school and for teachers and administrators to communicate with parents throughout the school year.
    Benefit: If you want a Student Directory, you must become a member of the PTA. You also will receive a password protected access to an online student directory.

    Fundraising: “Friends of Westbriar” Fundraising (unfortunately) is essential to provide supplemental financial support to the school. With FCPS Budget cuts, it is even more critical to help maintain basic programs such as field trips, technology, and enrichment programs. Last spring, the PTA formed a Fundraising Committee to evaluate the numerous options for our school during this economic recession. We also reached out to you, the school community, via the online survey to get your direct feedback.

    The PTA’s goal for 2009 – 2010 is to maintain our annual $30,000 PTA operating budget.. Based on the committee’s input and the survey results, the Fall Fundraiser will be “Friends of Westbriar”. This program is in lieu of our previous “Sally Foster Gift Wrap” fall fundraiser. Unlike the gift wrap sales where the PTA received 50% of the funds collected, 100% of the “Friends of Westbriar” funds will go direct to the PTA for such programs as: Cultural arts, Field trips, GRACE Arts, School support, Technology enhancements, professional staff development, before & after school enrichment programs and more!

    If every family made a $60 tax deductible donation per child, the PTA would raise enough funds to support all the 2009 – 2010 PTA operating budget. While the donations can be made at any point during the school year by individuals and corporations, our goal is to raise most of the funds now so we can plan our expenditures for the year. If we reach our donation goals, we will be able to offer nominal fees for student events throughout the rest of the school year. If we fall short of the goal, we may be forced to offer a spring fundraiser to help support programs in the last half of the school year.

    Please visit our website to make your donation. By making a donation through “Friends of Westbriar”, you will automatically become a PTA member. You will receive a hard copy directory and a password protected access to an online directory. We have used a new software program for our membership and donation program online this year. The new software makes it easier for you to make an electronic payment and the PTA volunteers to track and collect information. We have made donation recommendations on the website based on our goal of $60 per child. We certainly understand that with the current economic situation not all families will be able to give this amount. We have listed other donation amounts but have limited field capabilities. Please note that the PTA appreciates any amount you and your family donate. If you want to donate another amount other than what is listed on the website. Please feel free and write a check to Westbriar PTA and the amount you desire. Please mark your envelope “Friends of Westbriar”.

    2. PTA Community Outreach Survey

    What: Last spring, the PTA launched a survey to the Westbriar community to gain feedback on such topics as: PTA fundraising, events, after school programs, and membership. This outreach is an effort to hear what the greater community wants out of the PTA especially under the tough economic times. This information was critical for fundraising efforts and program planning for 2009 – 2010. Thank you to all of the families that shared their feedback.

    5. PTA Volunteer Committee Chair Roles Still Open:
    New to the school? Want to get involved? The PTA is looking for help in the following roles:

    1. Deputy Webmaster – Assist Webmaster with Data Entry on our PTA website.
    2. Young Rembrandt Chair – New after school art program. 6 Week program where students learn to draw. Collect enrollment forms/money. Mediate start & end of class each week. Classes will be Monday 1:30-2:30. Location :WES Art Room
    3. Creative Kids Chair – New after school drama program. 6 week program where students learn & act out a new story. They creatively role play & change versions of the story. The Chair person will collect enrollment forms/ money. Mediate start & end of class each week. Classes will be on Wednesday 4:00 - 4:45. Location: WES String Room.
    4. PTA Volunteers - Even if you do not have a lot of time & do not want to chair a program – we have many openings for volunteer spots through the PTA. Please visit the PTA Volunteer sign up table at the Open House to see what we do. We would love your help. Attach flyer and link from Barbara
    5. D.O.G.S of Westbriar (Dads of Great Students): Looking for some dads to diversify the PTA! We would love to find a few dads to chair a new extension of our PTA. The D.O.G.S of Westbriar will host a new event this year: Movie Night coming in November.
    6. PTA Temporary Copy Person - This is a very part time/temporary position. We are paperless, but at times feel the need to make copies of important communication topics.     9. Reflections

    What: Reflections is a National PTA Program that allows children to express their creativity through a variety of mediums. The National PTA sets an annual theme and lets kids come up with their own ideas to express themselves through a category of their choice. This is an optional program which allows Kids submit their ideas/projects and compete on a county level, state level, and national level.
